The news has been out about union cabinet approving special assistance for Andhra Pradesh. While the persistence about special status remains in many hearts in the state, it cannot be overlooked that the Special Assistance has a lot in store for the Sunrise State.
The Central Govt’s special assistance will provide an additional share, as compared to what the state had received during the years 2015 – 16 till 2019-20. This, if the funding of the Centrally Sponsored Schemes (CSS) would have been shared in the ratio of 90:10 between the center and the state.
The new special assistance is being provided by way of loan repayment and interest for the Externally Aided Projects (EAPs) that were signed and disbursed in the years 2015-16 to 2019-20 by the state.
This means, funding of 100% of the remaining cost of the irrigation component only of the Polavaram project right from 2014 till date. This means that AP govt will execute the project on behalf of the centre.
This being said, the overall coordination and quality control will still be dealt by the Polavaram Project Authority of Ministry of Water Resources, River Development and Ganga Rejuvenation.
Chief Minister N. Chandrababu Naidu thanked the Prime Minister, the Union Cabinet, the Finance Minister, Minister for Water Resources and Union Ministers and MPs from Andhra Pradesh for approving special assistance for AP as:
i) Externally Aided Project
ii) Irrigation component of #Polavaram.
The AP Legislative Assembly today passed a resolution to work towards securing all the assistance and funds promised under special assistance for AP and the Polavaram Project.
